Satan could have no will for holiness. We speak it with reverence; God could have no will for evil. The sinner in his sinful nature could never have a will according to God. So for the sinner who is not born again, to stop sinning and start leading a holy life is like for a cat to try to stop meowing and start speaking like humans. Impossible!
That is why Jesus said to Nicodemus, “You must be born again.” John 3
It is not the will but the nature of a person that needs to be new so he/she can lead a praiseworthy life before God.
And here is another true: No one can birth him/herself into the Kingdom of God. God chooses who to bring to His Kingdom. ///
